A Law graduate from the University of Florence, Agnese is qualified to practice law (having passed the Italian Bar Exam at the Court of Appeal of Florence). She has strengthened her legal background through a rigorous professional career, specializing in civil law. She lives in Florence, where Nivi’s headquarters are located. Since joining the Nivi team in 2016, she initially gained extensive experience as Operations Manager for the Info-Providing division, later extending her expertise to the strategic area of regulatory compliance within the TDC Business Unit. In her current role, she oversees the alignment of operational processes with industry regulations and UNI-Pdr 67/2019 standards. She provides legal and technical-commercial support within tender procedures, handles the drafting and revision of contracts, and ensures that operational flows strictly reflect the provisions and requirements set by the Principals, with a specific focus on cross-border regulations and privacy compliance.
Bachelor in Economics (University of Ljubljana). More than 20 years’ experience in motorway development, operation and financing. She is responsible for international relations, multilateral cooperation and EU funding at DARS d.d., Slovenian Motorway Company. Currently in charge of strategic planning, motorway development, as well as for preparation and monitoring of projects supported by different EU institutions. She has participated in several European and cross-border projects and platforms. She is actively involved in the operation of different international road associations, like for example in ASECAP as a Chair of the Permanent Committee for Data Gathering and Analysis/Statistics.
Alessandro Averardi is an accomplished engineer at Autostrade per l’Italia (ASPI). He has earned both a bachelor’s and a master’s degree in mechanical engineering, reflecting a strong academic foundation in his field.
Alessandro’s professional journey has been predominantly centered on the road sector, with significant roles within the Operations Unit at ASPI. Initially, he was responsible for overseeing the internal maintenance process of road markings, a task directly executed by ASPI. Following this, he transitioned to managing the ordinary maintenance of service areas, where he coordinated activities carried out by external partners.
Currently, Alessandro works in the laboratories of ASPI’s Pavement Engineering Unit. In this role, he manages high-performance surveys across the Italian motorway network. His main activities involve monitoring pavement performance characteristics using advanced high-performance vehicles. The data collected and analyzed through these surveys are integral to ASPI’s Evolutive Pavement Management System (E-PMS), contributing to increasingly efficient and sustainable pavement maintenance practices.
Alexander Semmler has more than fifteen years of experience in the infrastructure sector, in key advisory roles both for private sector businesses as well as public institutions.

After initially working at an advertising agency and gaining significant experience as an auditor at a leading audit firm, he founded Studio Filippini & Associati in 1987, establishing himself as a professional in tax and corporate consulting.

Bernard Jacob started working at SETRA on the safety of bridges and load codes, then joined the Laboratoire Central des Ponts et Chaussées (LCPC) where he led projects on the fatigue of metal bridges under traffic. He has led European and international projects on the weighing of heavy goods vehicles, dynamic interactions between infrastructures and vehicles, the safety and behaviour of heavy goods vehicles, their weights and dimensions (expertise for the European Commission) and was technical director of road operation and safety at LCPC and then transport and infrastructures at IFSTTAR before joining the Research vice-presidency of Gustave Eiffel University.
Bernd Datler studied business administration at the Vienna University of Economics and Business from 1992 to 1998. After completing a trainee programme at Unilever, Datler spent four years at Cap Gemini Ernst & Young as a management consultant in neighbouring countries and Austria, the last one and a half years of which were spent setting up the truck toll system. Datler then moved to ASFINAG Maut Service GmbH, where he took over as head of the system development department in 2006. On 17 November 2009, Bernd Datler was appointed managing director of ASFINAG Maut Service GmbH and is responsible for technical matters in this role.
Benoît is in charge of developing the business activities of emovis, the toll road mobility arm of the Abertis concession group. Prior to joining Abertis, Benoît spent over 15 years developing Public Private Partnerships in Asia Pacific and in the U.S. working both in the public and private sectors.
Benoît joined AREA in 1993 where he began his career in operations management department as traffic and safety engineer. He joined the engineering department in 2005 as project manager. He has designed and implemented Operating Assistance Systems (dynamic calculation of journey times, dynamic speed regulation, assistance in the operation of dedicated bus lanes on highway, etc). He is now in charge of the C-ITS and CCAM programs for APRR. Through pilot projects such as C-ROADS, InDiD, and now SCALE co-financed by the EU, he builds with his team the APRR C-ITS architecture and contributes to the definition of APRR's strategy for connected mobility.
Bill M. Halkias PE, F.ASCE, F.ITE, is Advisor to the Management of the Attiki Odos (Attica Tollway) Operation and Maintenance Company (Attikes Diadromes S.A.), having served the company as its Managing Director and CEO since its inception in 1999 and until 2022. Bill serves as the IBTTA 2024 President. His career spans over 40 years of professional activities in the field of transportation engineering, the first 15 of which in the US and the remaining in Europe. He has served as the first President of the Hellenic Association of Toll Road Network, with the distinctive title “HELLASTRON”. He has also served as President of the Association of European Toll Motorways «Association Européenne des Concessionnaires d’Autoroutes et d’ouvrages à Péage» (ASECAP) based in Brussels, Belgium, as well as President of the “International Road Federation” (IRF) based in Geneva, Switzerland. He has also served as a member of the Transportation Research Board (TRB) Freeway Operations Committee of the American Academy of Sciences and President of the Hellenic Institute of Transportation and Engineers (H.ITE). He is a licensed Professional Engineer in Greece and in eight US states. Bill Halkias is a graduate of the Rural and Surveying Engineering School of the National Technical University of Athens (1981) and holds a Master’s Degree in Civil Engineering from the New Jersey Institute of Technology in US (1984).

Carlos Canha is a Structural Engineer and Project Manager at Brisa Group, working in the Structures Department, where he is involved in the management and rehabilitation of motorway bridges. He also has over 10 years of experience in the structural design of major infrastructure across Europe and North Africa, including innovative BIM-based and award-winning projects.
Christophe Boutin graduated as an engineer from Ecole Polytechnique and l’Ecole Nationale des Ponts-et-chaussées. He started his career as a consultant with the Boston Consulting Group (BCG). He joined the highway sector in 2004, first at Société des Autoroutes Paris Normandie (SAPN), as director of construction and sustainable development and then in charge of the concession contracts at Sanef.
In 2011, he joined ASFA, the professional highway association in France, as deputy to the managing director before being appointed managing director in 2017.
He served as President of ASECAP, the European Association of Operators of Toll Road Infrastructures, in 2020 and is currently ASECAP President for 2026. He serves as International Vice-President of IBTTA since 2023, Chair of the EETS Facilitation Platform, a contact point to facilitate the development of electronic tolling in Europe, set-up under supervision of the European Commission.
Managing the sales of Vehicle Restraint Systems for REBLOC Concrete Barriers in several European countries, including Spain and Portugal. Before joining REBLOC, Christoph spent over six years specializing in vehicle restraint systems as part of a company focused on temporary traffic safety solutions for highway construction sites in Austria. This hands-on experience heightened his awareness of the critical importance of effective safety systems—not only for the protection of vehicle occupants, but also for the safety of those who work on the roads at night, when construction and maintenance activities typically take place.
In his current role in International Sales, he promotes the vital message of traffic safety to a wider audience. At REBLOC, he is part of a dedicated team that constantly strives to develop innovative precast concrete solutions to enhance road safety worldwide.

Having graduated from Federal Higher Technical Institute for Electrical Engineering in Wiener Neustadt, David Kollenhofer studied Power Electronics at the University of Applied Sciences Technikum Vienna from 2001 to 2004. Since 2004 he works with ASFINAG in different positions while he simultaneously completed his MBA in General Management at the Californian Lutheran University in Thousand Oaks from 2014 to 2015.
ASFINAG is the Austrian highway operator compromising a 2.200 km long highway and expressway network and is responsible for the planning, construction, financing, operation, maintenance and tolling of motorways and expressways in Austria. Since the beginning of his activities, David Kollenhofer works in the field of electronic tolling, focusing on bi- and multilateral interoperability projects. Until the end of 2016, he successfully supported the progress of the European Electronic Toll Service due to his activities in the European funded REETS Project.
From 2017 to 2023 David Kollenhofer assisted the head of the department of operation and maintenance at ASFINAG Service GmbH, responsible for handling the operation of the motorways and expressways with more than 1000 employees. One part of his responsibility was the implementation of organisational change as well as the new management concept of rest areas at ASFINAGs network. Since 2023 David Kollenhofer is responsible for the Technical Operation Management and is leading a team of experts supporting ASFINAG O&M staff in their operational tasks due to digitalisation, procurement and training measures.

Emanuela Stocchi is an expert in EU legislation and policies and she is the acting Director with responsibility of International Affairs for AISCAT (Associazione Italiana Società Concessionarie Autostrade e Trafori), the Italian Association of Toll Highways Concessionaires Companies. In this role she ensures the Association’s contacts with the EU Institutions and other European and International organizations active in the transportation field. She fluently speaks Italian, French, English and Spanish. Emanuela has an outstanding International background: she holds a degree in Political Science with a specialization in EU law and policies and she has worked in Brussels for eight years with ASECAP, the European Association of Toll Highways Concessionaires Companies, gaining a solid and comprehensive knowledge of all the EU Institutional and public affairs and expanding at the same time her EU and International network in the transportation area. Emanuela is still very active within ASECAP, being Deputy Member of the ASECAP Executive Committee and Chair of the ASECAP Permanent Committee of Road Safety, Environment and Sustainability.
Emanuela is currently serving PIARC (World Road Association) as President for the mandate 2025-2028. Emanuela served as well IBTTA (International Bridge, Tunnel and Turnpike Association - the worldwide alliance of toll operators and of the businesses that serve tolling) as Board of Directors' member, then International Vice-President and then President in 2017. She is currently serving in the Advisory Council of the IBTTA Past Presidents, as member of the IBTTA International Committee and Sustainability Task Force and as lifetime member of the IBTTA WIT (Women in Tolling).

In recent years, he has led the Ascendi Road Safety Awareness Program, aimed at promoting safer driving behaviours through targeted campaigns tailored to different driver segments. Francesco Gazzino holds a Master's degree in Management Engineering from the University of Udine.
He began his career in the international infrastructure sector, gaining hands-on experience in Copenhagen as part of the Cityringen Metro project, where he held site management responsibilities across multiple construction fronts simultaneously. He subsequently moved into the motorway sector, and has spent the past six years at Società Autostrada Alto Adriatico as Project Manager, where he leads the identification, implementation and monitoring of cross-functional projects within the Operations directorate, covering traffic and road management, toll collection, and information systems.
František Snovák graduated from the Technical University of Košice in 2003 with a Master’s degree (Ing.) in Civil Engineering (Concrete Structures and Bridges). He spent the first decade of his career gaining extensive international experience across Slovakia, the Czech Republic, Ireland, and the UK, focusing on the design and construction supervision of bridges and transport infrastructures.
In 2011, he joined Via Pribina Operations (a subsidiary of the global Vinci Group) -company who operates first road operational PPP project in Slovakia. Over the years, he has progressed through several key technical and leadership roles—from Civil Engineer and Asset Manager to CTO—before reaching his current position as Chief Operating Officer (COO). In this capacity, he oversees the management and maintenance of a 50km highway concession. Due to his knowledge and experience he became a member of the Vinci Highways Technical Committee.

Franz Graf received his doctoral degree in Electrical and Audio Engineering from Graz University of Technology. Since 2013, he has led the research group “Intelligent Acoustic Solutions” at JOANNEUM RESEARCH. He has worked in applied research for 27 years, specialising in acoustics, audio, and artificial intelligence. In addition, he is a teaching fellow at the Signal Processing and Speech Communication Lab at Graz University of Technology. His research focuses on the design and development of AI-driven acoustic monitoring systems, applying signal processing techniques across the fields of mobility, industry, defence, and safety/security.

Giuseppe Mastroviti is the Technical and Operations Director of the A35 highway. He holds a Bachelor’s Degree in Construction Engineering obtained at the Polytechnic University of Turin and a Master Degree in Civil Engineering from the Ecole Nationale des pont et Chaussées in Paris. He obtained a post-graduate Master at the Polytechnic of Turin on “Investigations for a mechanized excavation at great depth".

Jaka Gorišek is an independant expert associate within Road Management Sector for slovenian highway and expressway operator DARS. In 2016, he finished studying geodesy and geoinformatics with masters degree at the University of Ljubljana. He started his career in field-surveying for telco compaines. In the last 4 years at DARS, he is active in the field of mobile mapping, road data digitalisation and GIS systems.
Jean-Louis Colson is a senior official at the European Commission, currently serving as Head of Unit within the Directorate-General for Mobility and Transport (DG MOVE), where he has been in charge of road transport since January 1, 2021. He has built a long and distinguished career in the European public service, joining the Commission in 1985. Colson holds degrees from the Institut d’Études Politiques de Paris and the École Supérieure de Commerce de Paris, reflecting a strong academic foundation in political science and business.
Over the years, he has held several key positions. In 1997, he was appointed Head of Unit in DG Competition, focusing on State aid regulation. His work later expanded into transport policy when he moved to the Directorate-General for Transport and Energy in 2008.

Mr. Papandreou brings over 25 years of considerable experience in toll road infrastructure management. Since 2008 he has been the Chief Executive Officer of Olympia Odos Operation SA, i.e. the company that has undertaken the operation & maintenance services for the Olympia Odos Motorway Concession Scheme. In his professional career he has undertaken numerous key roles and positions in various Transportation Projects in Greece. Indicatively, he served as Traffic Planning Manager in the Motorway Project of Attiki Odos, the pioneer project on a concession basis in Greece, and later on as Traffic & Maintenance Manager in Attikes Diadromes SA, the Operation Company of Attiki Odos. In the past, he ran the Planning Department of Attiko Metro SA, whereas his background also includes consulting services in both Private Companies and State Services.
As his career extends in various major infrastructure projects, his expertise covers areas relevant to Management and Operation of Transportation Projects, Traffic management and toll collection systems, Traffic forecasts, Feasibility Studies, Risk and Contract Management. He has had a determining contribution to the successful implementation of an upgraded toll interoperability service in the entire Greek territory, by undertaking the demanding role of the coordinator among all 8 motorway concession schemes being currently in operation in Greece. These fields of interest are also reflected in a number of presentations he has made in relevant congresses where he has participated, both in Greece and abroad.

Lubor graduated as a Civil Engineer at Slovak Technical University in Bratislava with expertise in road transport and infrastructure.
In his present position he works as a Solution Consultant at Kapsch TrafficCom headquartered in Vienna, with more than 17 years experience in terrestrial and satellite tolling. Lubor participated in the deployment of several nationwide tolling projects across the EMEA region. He has witnessed the rise of the tolling industry, and is also actively monitoring present and future trends in tolling, including Road User Charging and other solutions addressing the increasing number of battery electric and plug in hybrid vehicles.
Luka Babnik, DARS d.d., Slovenia is an ETS (Electronic Tolling Systems) specialist in DARS and Head of service in Tolling department for Technological Development and Operational Maintenance. He holds a master's degree in information management sciences from the Faculty of Economics in Ljubljana. In last 8 years he has been working in tolling area and has become highly skilled in electronic tolling systems. He was a project member for e-vignette implementation in Slovenia for light vehicles in 2021 and project leader for implementing EETS interoperability in DarsGo system in 2024. In 2025 he had the role of project manager for upgrading DarsGo system with CO2 charging. He also has more than 15 years of experience in IT & Business area, including project management, etc.
Malika SEDDI is Secretary General and CEO of ASECAP, European Association of Toll motorway Operators. She maintains contacts and relations with the European Institutions, international organizations and stakeholders. Over a toll industry career that has spanned more than 35 years, Malika SEDDI has been working in ASFA (Association of French toll motorway companies) as Director of International and European affairs. She has been active in IBTTA (International organization representing the toll operators) where she serves as Board members and as International Vice- President, ASECAP (the Association for Toll Operators in Europe), serving as chair of ASECAP’s road safety and sustainable development committee, ERTICO-ITS Europe, member of program committee, and PIARC, a member of PIARC’s road safety committee and finance Committee. She was strongly involved projects co-funded by the European Commission: communication team leader for Arc Atlantique, a seven-nation project to deploy harmonized ITS services in the European Union., MedTis project, ITS deployment on the Mediterranean corridor and EU EIP Platform (coordination of ITS Corridors),. She was involved in CESARE projects, which set up the basis of European ETC interoperability.

Matej Murcin works as a Charging Agenda Specialist at Národná diaľničná spoločnosť, a.s. (the National Motorway Company). In this role, he was involved in the implementation of the European Electronic Toll Service (EETS) in Slovakia. Currently, he is responsible for managing accreditation procedures and for supervising the activities of toll service providers (TSPs). His responsibilities include verifying TSPs' compliance with technical and procedural requirements, as well as controlling the EETS back-office systems.
Matthieu Bertrand is Head of Division for Road Infrastructure at the European Investment Bank (EIB), within the Projects Directorate’s Mobility Department. In this role, he leads the team in charge of the appraisal and monitoring of EIB-financed road projects, ensuring technical, environmental and social compliance with EU and EIB policies.
He joined the EIB in 2016, after working at the European Commission’s Directorate‑General for Mobility and Transport (DG MOVE) on Trans‑European Transport Network (TEN‑T) policy and the Connecting Europe Facility (CEF). René is a member of the General Assembly and Executive Committee of ASECAP, a member of the IBTTA (International Bridge, Tunnel and Turnpike Association) Board of Directors, served as IBTTA's International Vice President from 2020 to 2022, and a member of the Executive Board of CEDR (Conference of European Directors of Roads).
René joined the Austrian motorway operator ASFINAG in 2004, headed the corporate strategy, international affairs, and innovation department for several years, and took over the management of ASFINAG Commercial Services GmbH on 1 October 2015. From 2009 to 2011 he was delegated to ASECAP and thereafter established and managed ASFINAG’s Liaison Office in Brussels.

Sandra Atzmüller is an expert for IT tools, digitalisation and data management within the Technical Operations department of ASFINAG.
She has many years of experience in the field of geoinformatics and has been actively involved in the digital transformation of motorway operations.
Her current areas of focus include the application of artificial intelligence as well as road safety on motorways.
In her role, she is involved in national and international expert projects and contributes her expertise to interdisciplinary working groups.
At the ASECAP Days 2026, she will present together with Dr. Domann on measures to prevent accidents involving employees on motorways.
Tania Zamparo is a business development and communications professional with experience in international consulting, customer relations, media, and journalism.
She currently works as Business Development Manager and Network Development Manager at Smartprise SAGL, international debt collection consulting company. Previously, she held business development, project management, back-office, and customer care roles for other financial consulting companies, supporting international clients and partners.
Tania also has a strong background in communication and media. She worked as Communication Specialist at NIA Production SA and built an extensive journalism career with Sky Italia, PiùEnneSport, and La Repubblica, focusing mainly on news broadcasting and editorial content.
She holds a Degree in Modern Languages and Literatures, awarded cum laude, and has completed professional training in journalism, photography, and digital marketing. She is fluent in Italian, English, and French, with knowledge of Spanish.

Her experience includes pavement visual inspections, licensing of technical service projects, and road signage design and implementation.In 2017, Telma became part of Ascendi’s Road Safety Department, where she developed specialised expertise in road safety through the preparation of road safety studies, statistical analysis of crash data, and in‑depth knowledge of applicable legislation and technical standards.
Thomas BERGEROT is currently a Safety Expert for all road O&M projects at Egis, a position he has held since 2024. He is responsible for defining and coordinating health and safety standards across more than thirty projects worldwide. Prior to this role, Thomas served as Quality, Safety, and Environment Manager at Egis Exploitation Aquitaine, overseeing O&M operations for the A63 motorway in France since 2018. Before joining Egis, he was QHSE Manager at Eurovia (Vinci Group), where he managed quality, health, safety, and environmental aspects for highway construction/extension and nuclear power plant projects.
Tore Eriksrød holds a degree in Business Administration from the Norwegian School of Economics in Bergen / Norway. For 7 years he was employed at ASFINAG as Head of Payment Services in the tolling subsidiary. In 2010 he founded Eriksroed Consulting, and since then he has worked as an independent consultant with focus on the tolling industry in Europe. During 25 years in the tolling industry he has got a unique experience from working for Toll Chargers, EETS Providers and System Operators, as well as for authorities at European, national and regional level.
He has been engaged as consultant to the Secretariat of the EETS Facilitation Platform since it was established in 2016. In the recent years he has also had a major engagement for the EETS Provider Toll4Europe.
Ulrich Lantschik holds a bachelor's degree in Business Information Systems from Vienna University of Business and Economics and is currently finishing a Master's in Artificial Intelligence.
He leads the business unit Traffic at EYYES, driving AI-powered solutions like CollisionEye® for intelligent collision warnings on highways and ControlEye® for advanced traffic management. With expertise in AI and computer vision, he helps mobility partners enhance operational safety and efficiency.
Mr. Ulrich Zorin is Head of the development of new technologies at DARS (Motorway Company in the Republic of Slovenia).
By education he is a master of transport sciences, specialised in international traffic flow management and is completing his doctoral studies in the field of introduction of artificial intelligence for predictiong motorway traffic jams.
He has been very active in ITS related projects/programmes like Tempo, Easyway and Crocodile, now participates in the programs X4ITS, Atlantis, 5GSITACOR, PIARC and CEDR.
He is also lecturer on the faculty of Civil Engineering, Transportation Engineering and Architecture at the University of Maribor and President of the Society of Traffic Engineers of Slovenia.
Valeria Marlazzi holds a Master’s Degree in Mathematics from the University of Torino. Since 2021, she has been a Functional Analyst at Movyon, working in the Traffic Analytics area and contributing to national and international projects across Europe and beyond in Road Safety, Traffic Management, and Digital Mobility services.
For more than 30 years, with Ecogest, he has been a key player in green maintenance along the Italian road and highway system.
In his capacity as Ecogest's reference shareholder, he is also a member of the Board of Directors of AISCAT and IRF, participating as a speaker at the most important scientific events in the highway sector over the last 5 years.
Since 2022, he has led Ecogest, after similar experiences in France, Turkey, Poland and Romania, to the establishment of local companies in the USA and Canada, where Ecogest North America was the first European company in the highway green maintenance sector to work directly on the Canadian infrastructure system.
Vasco Lopes is the Founder and CEO of DeepNeuronic, an AI company transforming real-world operations through “operational vision” - turning CCTV into actionable insights, alerts, and evidence. With a PhD in Artificial Intelligence and experience at Huawei and Google, Vasco combines deep technical expertise with a strong execution focus. He works closely with motorway operators, airports, and enterprises to deploy AI systems that improve safety, efficiency, and decision-making at scale.
Vasco Corte‑Real has more than 20 years of experience in Intelligent Transport Systems and Toll Systems large‑scale deployment projects. He currently leads the ITS and Toll Systems department at Ascendi, where he has been responsible for the design, deployment, and maintenance of ITS and Toll solutions across over 1,000 km of road concessions. He is also responsible for European‑funded innovation projects and for international consultancy activities.
Vasco is also Vice‑President of ITS Portugal, actively contributing to the advancement of connected, cooperative, and sustainable mobility, including the co‑organization of the 15th ITS European Congress in Lisbon.
Vasco is a member of the Portuguese Association of Concessionaires and Toll Operators (APCAP) serving on its ITS Permanent Committee.
A frequent international speaker, his expertise spans C‑ITS, AI‑based traffic management, smart mobility, and the strategic deployment of ITS technologies.
He holds a Master’s degree in Electronics and Telecommunications Engineering from the University of Aveiro, complemented by a postgraduate program in business and operations management from Porto Business School.
Mr. Wolfgang Domann brings over 20 years of management experience in building new businesses and sales of solution and product offerings. Due to his professional background, he is considered an expert in the field of applying AI and machine learning in business.
Furthermore, Mr. Domann has accumulated extensive national and international leadership and management experience in various markets, ranging from startups to corporate and large-scale clients. He has successfully implemented processes, from acquisition to contract closure, in international sales.
His experience in marketing and communication spans from branding, press, web, e- commerce, and online media to CXO presentations and hosting major customer events.

Since December 2019, Mr. Wolfgang Domann has been strengthening the EYYES GmbH team as CCO, responsible for Sales, Marketing, and Public Relations.
Wolfgang Gritzner is working for the Austrian motorway operator ASFINAG in the ITS department. In his role as project manager for cooperative, connected and automated mobility he is leading in C-ITS projects to introduce and specify new Use-Cases and digitalization for already productive services.
In addition, Wolfgang is chairing the ASECAP permanent committee on Intelligent Transport Systems and Connected & Autonomous Vehicles – where he coordinates and closely works together with ASECAP experts on relevant EU topics.
Xavier Daura is an Industrial Engineer, holding a Master’s Degree in Management and Administration of Industrial Companies from Instituto Químico de Sarrià (IQS) and Master’s in Business Administration (MBA) from the Universitat Politècnica de Catalunya (UPC), in Barcelona. His professional experience is in the fields of technology, focused particularly on product engineering and the innovation of new services. I have extensive experience managing large projects with large budgets and coordinating a sizable number of stakeholders. Over the course of the last two decades, his professional career has developed, and he is now the Head of Innovation at Abertis Autopistas, implementing innovation methodology and using agile tools to rapidly adapt to market changes. He is responsible for designing innovative products and services to improve business operations and for creating new business models to transform and prepare the company for future challenges in the mobility.
Dr. Young Tae Kim is the Secretary-General of the International Transport Forum (ITF) at the OECD. Elected by transport ministers of the ITF member countries in 2017, he was confirmed for a second five-year mandate in 2022. Under the leadership of Secretary-General Kim, the ITF has grown from 59 to 69 member countries and into a truly global organisation with a presence on five continents. He has strengthened the ITF’s role as a convener of transport policy leaders and global platform for dialogue for better transport, inter alia by establishing Regional High-level Dialogues on Transport for Asia, Latin America and in Europe, that complement the ITF Summit, the world’s premier transport policy event and largest gathering of transport ministers.
Before becoming ITF Secretary-General, Dr Kim distinguished himself in the civil service of his native Korea, serving as Director-General in the Ministry of Land, Infrastructure and Transport (MOLIT). As Deputy Director-General from 2015, he was responsible for co-ordinating various transport policies including for autonomous vehicles, greenhouse gas reduction, urban transport, Intelligent Transport Systems and road safety, among others.
Dr Kim also held several Deputy Director and Director positions with responsibility for housing welfare, integrated city development and overseas infrastructure construction. He was seconded to the Prime Minister's Commission on Administrative Reform in 1996 and the Presidential Committee on Social Inclusion in 2005-07. From 2010 to 2014, Dr Kim worked at the Korean Embassy in Washington, D.C., as Counsellor for Construction, Transport and Maritime Affairs.
Dr Kim earned Master's degrees in Public Policy from Seoul National University, Korea, and in Urban Studies from Paris University de Vincennes-Saint-Denis, France. He also received his Doctoral degree in Political Sociology and Public Policy from the Institut d'Etudes Politiques (Sciences-Po) in Paris, France.
Dr Kim speaks fluent English, French and some Spanish, in addition to his native Korean.

He has been professionally engaged in road safety and traffic infrastructure safety for 25 years. He gained his initial experience in the field of road safety during nine years of service in the police. This was followed by a 13‑year period at the Ministry of Infrastructure, where, as Head of the Roads Sector, he managed or participated in the most important road projects. For the past six years, he has been working as Head of the Traffic Management and Road Safety Department at DARS. His work focuses on traffic management, including ensuring conditions for improving road safety and providing accurate traffic information.
